Marianna Council votes to install SkyCop in city

The Marianna City Council has approved the purchase of a SkyCop system for the city. The system was discussed during a regular council meeting last week and again at a special meeting Monday night when it was given final approval. The proposal presented to the council by Mayor Ora Stevens shows the camera system will be installed at the intersections of Chestnut and Highway 1 and Chestnut and Alabama. Cameras will also be installed near an apartment complex on California Street and near Hicky Gardens. Stevens said the housing authority is planning to CAFFEY for helping others, and I’m excited to turn that passion into a career,” she said. “Later on, I hope to branch into entrepreneurship so I can create even more opportunities to make a difference.” She is the daughter of Kamille Caffey and Dave Caf fey. City Clerk Kim Miles on Monday told the council the city received a $60,000 check from district court that was not included in this year’s budget and had also collected $2,000 in rental income that had been owed to the city. install cameras near its buildings. The council voted to table the cameras at last week’s meeting to allow members time to study the proposal. On Monday, at the request of council member Mattie Allison, a camera for Atkins Park was added to the list. According to the information provided by Stevens, the cameras were to cost the city $4,302.91 before the camera was added at Atkins Park. Of that total, the city will be required to make a one time payment of $1,071, monthly payments of $1,051.91 and annual payments of $2,180. The purchase was approved after the council learned the city had received revenue it was not anticipating. “I recommend we get this because it does have the cam era that will pick up those license plate numbers,” said Stevens. “It’s a camera than can capture gunshots wherever they are in the city. I understand it’s expensive, but I’ve observed vehicles at Chestnut and Highway 1 going really fast. If we can get this one camera, it will photograph the license plate number and we can contact those people.” The council also discussed closing Dakota Street at the request of Stevens, who said the street is in bad shape and cannot be repaired by the city. Stevens said the street spans one block and there are no houses along that street. She claimed it is used as a “getaway” street for people who are running from law enforcement. “It’s been proven over and over again,” she said. The council balked at clos ing the street, saying that it is still used by residents regardless of the condition of the roadway. “There are no houses there but a lot of people use that street,” said council member Donna Westbrook. “I’d hate to think a lot of people use it because there are huge potholes on that street,” said Stevens. “I occasionally use it,” said council member Leigh Lewis. “When I go that way, I drive really slow.” In other business, the council considered a pair of ordinances stemming from lawsuits the city recently lost but tabled both ordinances until the June meeting. One would make it a city policy to comply with Rule 8.1 which specifies that a per son arrested by the Marianna Police Department must appear before a judge within 48 hours. The other ordinance outlines the work period for police and fire department employees. During committee reports, councilman Calvin Murdock said he recently attended his first meeting as a water com missioner and Stevens said she was also at the meeting. Stevens voiced concerns over County Road 303 and the residents that live in the Pecan Grove neighborhood. She said those residents are on city water and sewer and pay the city for that service, but they are on the county’s garbage route, so the county collects that money. “The city provides the water but the city is not given the opportunity to col lect the garbage,” said Stevens. “We need to balance that out. I’m going to go back to a water commission meet ing and see how that pans out. I’m going to ask ques tions and I’m going to push.” Stevens said the city’s water department employees recently spent several days in that neighborhood running lines for a new residence. “That’s a lot of time and effort,” she said. “How are we allowing them to separate the two?” asked council member Daphne Lathrop. “We’re going to take it back to the next water com mission meeting. That is something we all need to dis cuss,” Stevens replied.
